To spotlight one part of a claim, lift it out with det är or det var + that element + som, and leave the rest of the sentence after som. It is the standard way to contrast, correct an opponent, or foreground a cause.

- Det är resurserna som saknas, inte viljan.
- It's the resources that are lacking, not the will.
- Det var därför jag valde att avstå.
- That's why I chose to abstain.
- Det är just den slutsatsen som kan ifrågasättas.
- It's precisely that conclusion that can be questioned.
- Det är inte lagen vi bör ändra, utan tillämpningen.
- It isn't the law we should change, but its application.
The mistake to avoid
Leaving out som when the highlighted element is the subject (*Det är resurserna saknas) - som is only optional when the highlighted part is an object.
