To spotlight one part of a sentence, Portuguese splits it: put the highlighted element first and follow it with é que, or foi ... que when the reference is past, leaving the rest of the clause intact. O que ... é does the same job for a whole idea.

The mistake to avoid
Translating é que word for word - it carries no meaning of its own, it only shifts emphasis, and in questions it's simply the neutral spoken form.
