A yes/no question needs no extra word and no change of word order - only rising intonation. For anything else, open with a question word: quem, o que, onde, quando, como, porque, quanto. Adding é que after the question word is very common and changes nothing.

The mistake to avoid
Porque (why) and porque (because) are the same word in speech - the answer, not the spelling, tells them apart.
