To state what people generally do or say without naming anyone, put the verb in the third person singular and add się. For a completed impersonal action in the past, Polish uses a special ending -no or -to on the verb, which has no subject at all and never changes for gender or number.

The mistake to avoid
Adding a subject to the -no/-to form ("rząd ogłoszono") — it is deliberately subjectless; if you name the doer, use a normal past tense (rząd ogłosił).
