For a yes/no question, put czy at the front and leave the rest of the sentence alone: Czy mówisz po angielsku? In speech czy is often dropped and only intonation marks the question. Otherwise start with kto, co, gdzie, kiedy, jak or dlaczego.

Czy never changes and never carries meaning of its own - it only marks the sentence as a question.
