Weather sentences in Italian have no subject at all, unlike English it. Some are verbs on their own - piove, nevica - and the rest use fare: fa caldo, fa freddo, fa bel tempo. Sun and wind take c'è: c'è il sole, c'è vento.

- Piove da stamattina.
- It has been raining since this morning.
- Se fa bel tempo, andiamo al mare.
- If the weather is nice, we will go to the seaside.
- Oggi c'è vento e fa freddo.
- Today it is windy and cold.
The mistake to avoid
Never add a subject: piove, not "esso piove" or "lui piove".
