French cannot stress a word with the voice the way English does, so it fronts it in a frame instead: c'est X qui when X is the subject, c'est X que when X is anything else. The verb after qui agrees with the highlighted element.

The mistake to avoid
Choosing que when the highlighted phrase is the subject: it must be "c'est lui qui a dit", not "c'est lui que a dit".
