Swedish forms the passive by adding -s to the verb, letting you say what is done without naming who does it - the default in debate, news and formal writing. Present: diskuteras; past: diskuterades. Add av + agent only if you need to name the doer.

The mistake to avoid
Keeping the -r before the -s in the present - it is diskuteras, not *diskuterars, and after a modal you use the bare infinitive plus -s (måste granskas).
