The formal passive is a fi + participle, and here the participle DOES agree in gender and number with the subject (a fost discutată, au fost adoptate). More often, Romanian avoids it with the impersonal se + an active verb agreeing with the thing affected — the default in argumentative prose.

Leaving the participle invariable as in perfectul compus — after a fi it must agree: "măsurile au fost adoptate".
