The passive is formed with essere (or venire, for actions) plus the past participle, which agrees with the subject: la legge è stata approvata, la legge viene approvata. For a shorter, more impersonal alternative, use si + the verb in the third person, agreeing with the thing: si vendono libri, si discute il problema.

The mistake to avoid
With si passivante the verb agrees with the plural noun: si adottano misure, not si adotta misure.
