Weather sentences need an es that stands for nobody: es regnet, es schneit, es ist bewölkt. And wenn introduces a subordinate clause, which pushes its verb right to the end. If that clause comes first, the main verb follows immediately after the comma.

- It has been raining since this morning.
- Wenn es morgen regnet, bleiben wir zu Hause.
- If it rains tomorrow, we will stay at home.
- Ich nehme einen Regenschirm mit, wenn es bewölkt ist.
- I take an umbrella with me if it is cloudy.
The mistake to avoid
The es cannot be dropped: es regnet, never just "regnet".
