To put the action, not the doer, in focus, use 'bli' plus the participle for a concrete single event, or add -s to the infinitive for general rules and habits. The s-form is also the normal choice after a modal like må or bør.

The mistake to avoid
Using 'er' plus participle as a general passive ('problemet er diskutert') - that states a finished result, not an ongoing action; use 'blir'.
