Norwegian suggests with Skal vi + infinitive ("Skal vi gå på kino?"), with Vi kan jo + infinitive, or with La oss + infinitive, which is the most formal. Skal here is an invitation, not the future.

The mistake to avoid
Jo is the softener that turns a statement into a suggestion. Without it, "vi kan begynne i morgen" is just a statement of fact.
