A quoted clause can modify a noun directly: -다는 for statements (위험이 없다는 발표), -냐는 for questions (언제 오냐는 질문), -라는 for commands (기다리라는 지시), -자는 for suggestions. This is how Korean packs a whole reported sentence in front of 주장, 소식, 발표, 지적 - the workhorse of written news.

- The announcement that there is no risk came out yesterday.
- 회의를 미루라는 지시를 받았습니다.
- We received an instruction to postpone the meeting.
- 언제 발표하냐는 질문에 아무도 답하지 않았어요.
- Nobody answered the question of when it would be announced.
The mistake to avoid
-다는 comes from -다고 하는, so it already contains "say". Adding another 하다 - 없다는 하는 발표 - is the commonest written slip.
