Dutch splits going from being there. Naar de dokter is going to the doctor; bij de dokter is being at the doctor's. The same pair works for shops and people: naar de apotheek, bij de apotheek.

The mistake to avoid
Bij means at someone's place, not near - that one is in de buurt van.
