To spotlight one element, split the sentence around ser: "Lo que + verb + es..." for whole ideas, or "Fue/Es + X + quien / el que / donde / cuando + verb" for a person, place or time. The relative word agrees with what it points back to, and ser normally matches the tense of the other verb.

The mistake to avoid
Careful writing picks the matching relative rather than an all-purpose que: "Fue en Madrid donde ocurrió", not "Fue en Madrid que ocurrió".
