-아/어야 하다 says what has to happen ("지금 가야 해요"), and -(으)ㄹ 수 있다 / 없다 says what is possible ("오늘은 갈 수 없어요"). Both attach to the verb stem, and both are far more common than translating the English modal word by word.

The mistake to avoid
-(으)ㄹ 수 있다 is ability or possibility, not permission: for permission use -아/어도 돼요.
